No refund

I booked a flight on CheapOair.com in early March from Seoul to Budapest. The flight times changed so my layover went from 2 hours to 16 hours. I called Customer Service to inquire about a change or refund and was told I could book a new flight and have a refund of $737 in 8 weeks. I chose that option and booked a new flight with them. I called after 8 weeks and was told that it would be another 8 weeks. I have called multiple times since then and have been told that it is still being processed. It has been over 25 weeks now with no refund.
