Double charging not stated in Terms. Will not refund for cancellations

Applied to what I thought was a Government agency for passport renewal. Charged $129 before they had any information, then told another $170 was due for processing. Cannot cancel after 24 hrs., and couldn't get in contact with them until 3 days later.
