Trevor Bait and Switch apartments on me! Colombia

I have been tricked and robbed by Trevor at http://bogotacasa.com. I gave him a down payment on a rental in Bogota, Colombia. But when I arrived he informed me that the place I had reserved was no longer available. He said there was a plumbing problem with the apartment. Then he offered me an apartment that was allot more expensive. Trevor came across as smug and arrogant. I asked for my deposit and he said that he would put it back into my Paypal account. I left his place and found a hotel room for rent. I have have received my down payment from Trevor.
I contacted a number of people who who have their websites listed on his website. I was told by many of these people that they are not associated with him or his website. He just baits people with cheaper bogota apartments and then switches them when they arrive in Bogota.
