Over Charging on Electric

We are camped in this park, the last number on the electric meters are a fixed zero, which means if you use 100 kw they are charging 1000 kw. That charge adds uo to $1.10 per kw. I questioned the charge, I was told that is is computer generated, I told them they are over charging by. 99 cents per kw, but they just dont understand that this is illegal. They charge a $100.00 electric deposit because "so many people have left without paying", well I can see why! My electric bill should have been $8.25 instead it is 82.50. That is a huge over charge when it was stated that electric is. 11kw when we came in. Is there anything that can be done about this? Thank you.
