Vacation Scam

They called my wife few days ago, they spoke in a way that you feel you win the vacation to Florida and Bahamas, but finally we understand that "its just a promotion". They told her that they will only charge each of us one time registration fee of two-forty-nine (we guess they mean 2.49) but finally we found out they charged us more than 640 CAD which we cannot afford at this time, and when we called them they told us that this money is absolutely non-refundable! The other thing is they already had her Visa card no and I don't know weather it is legal or not.

We still stuck in how to refund the money.
