Unfair Motel Telephone Charges

You check in to a motel and note that local phone calls are $. 25, available by dialing 9 and the number. Upon checking out you find out that your 35 minute local call cost $10.35.
The Manager advises that there are only three prefixes in King City that are local and I'm lucky because some business traveler had a $240 local call phone bill.
How was I to know?
Rip off! You bet. Hit the unfortunate who happens to select Keefer's Inn, (a AAA Motel) King City, California to stay.
All the Keefer's Inn had to do was add to their info sheet Local Calls are limited to the following three prefixes.
While not exactly on point I can provide a Federal Communications Commission Docket 92-77 report that shows that consumers should be notified orally of their right to obtain rate quotations before being billed for calls. The intent is clear.
