Mislead me buy stating if I signed up for three years of service I would receive a cruise voucher worth $ 1200 ripoff Carmel

Was contacted by a RCI representative a few months ago offering a cruise voucher worth $ 1200 if I paid my membership fee in advance for atleast 3 years.
When I received my voucher it stated it was worth up to $ 1200 and I would be responsible for a $199 voucher redemption fee.

When I called rci cruises to schedule our cruise I was informed that it was not worth $ 1200 but would give me a discount towards a cruise. The cheapest cruise he could find would cost me around $ 700.

So in actuality, the voucher is worthless because I can get rates like this without the voucher.

I feel like I was mislead by the RCI representative that called me. They got my three year subscription fee upfront and I did not get any discounts or credits towards a cruise. I received a worthless piece of paper that I was told was worth $ 1200 towards a cruise but it is worth nothing.
