A woman repeatedly return wrong change on $20 bills I 90, Exit 9 To I 84

Beware if you drive on I-90 highway and get off at exit 9.

My boyfriend and I are in MA and CT, so we drive to each other places every weekend. So we always take I-90, then exit 9 to I84 and pay toll there.

The toll is $1.75. If I gave a $5 bills, I got the right change. But everytime we gave the $20 bills, we always got back with a bunch of $1 bills. So we did not have time to count, since there are alot of car behind us. But soon afterthat, we stopped to buy a drinking and discovered the changes were incorrect.

The first time, we thought it was a mistake. The second time with the same woman, we started to question. And that keeps repeated, same person, only with $20 bills, always get a bunch of $1bills changes. That is an women, short hair, small. I think it is intentional. It is weird that a crowded highway like I-90 on weekend does not have $5 bill or $10 bill to return to commuters paying $20 bills. Obviously we dont have time to count.

Anybody with the same experience? Do you know where should I report?
