Ripoff, airfare goes down, so what ripoff

Myself and my family are frequent travelers on Spirit Airlines and have been so for the past 2 years, however I just noticed a new policy on spirit airlines which I feel as a traveler is unfair and uncompetitive, it begins with purchasing a one-way ticket on their web site to fly from FLL to LGA on May 13th, my fare was at the time $94.70 however when I went online to book some additional travel, I noticed that on my original trip from FLL to LGA the fare has decreased to $82.70, now, up until they changed the look of their web site, all I needed to do to get a voucher for the fare difference was to login into my reservations and rebook the same flight and date, at which time a voucher would be issued for the difference in airfare, this time however, I got a message that there will be a new voucher issued for $12.00 however to get that, I would need to pay a $40.00 surcharge?

That does not make a whole lot of sense, does it??? Why would someone pay $40.00 to get a $12.00 voucher? Besides, am I, as a traveler being punished for purchasing a ticket earlier then the traveler who is purchasing it later, I am, Right??? Now, I know that Jetblue, and many other air carriers that I fly with regularly, do not charge any fee to get the fare difference back? Why, because it's only common sense right? Now, if a customer does not notice the difference in airfare, so be it, it's Sprit Airlines profit, however if the customer takes the time and does notice it, it's only fair to return the difference to them, is it not?
