Ripoff, Paid for hotel room but hotel had no record of it Paid twice

We booked a trip to Paris on Hotelquest.com and paid with a credit card. It was months before the trip so it was charged to our card and paid for way in Advance. We are out $1200.00

Upon arrival in Paris the hotel had no reservation for us and we had to pay again. When we returned home we notified the credit card company who said it was too late to get a refund.

We contacted Hotelquest who promised a refund but never sent any money to us.

Since then we have tried many times to contact them but every address and telephone number is just a shell they are hiding behind. They continue to operate the website and transact business. They operate servers in the US that forward everything to India

Is there some way to seize or stop the website traffic? There must be some way to catch these crooks.
