Overage charges/surcharges

Sprint/nextel services is charging me overage charges and unknown surcharges i need to know the law requirement fees for surcharges in n.Y. C on a cell phone. Sprint constantly charges me for overage charges on a phone that has minutes available i'm always being told I'm over my minutes before i go over my minutes last month my record showed there were available minutes but i was still charged for going over now they are charging me 423.89 on a phone that i hardly used for the month of October i was charged twice when i first got my service from sprint I'm not in a position to pay sprint money that is not due to there company i'm outraged about there poor service please help me.
