Refund Denied for Account Balance Under $25 After Disconnecting

Robert Wilson is the owner of etollfree.net
I purchased their service in April and disconnected it in April.
Their refund policy is if your balance is below $25, even if it is $24.99, it becomes their money even if you no longer use their service.
I asked for a refund and was re-stated about this policy.
so I put another $25 into my account to bring the balance to around $40 and then asked for a refund.
They said it will take 3-4 weeks
I waited the entire 4 weeks, nothing happened.
I contacted them again and Mr. Robert Wilson had a conversation with me that shocked me.

He first explained to me that such refund restrictions exist because they have business costs and charge a very low fee. (so he indicates that he robs customers after they disconnect: whatever is left in their account becomes his money so he can cover his business costs)
I mentioned that I had brought my balance above $25. He said he won't refund any part that is below $25...

I said I will file a lawsuit. He said: are you kidding me? A lawsuit for $13?
He called me a numbskull before he hung up on me. During the conversation, he said I am being selfish, ridiculous and stupid.
When I said it is not just about my $13, it is about everyone who left their money there and you are robbing everyone!
He said: we are robbing everyone! (He said this four times!!!)
Then I said the lawsuit thing, he changed his statement and started to yell at me as if I were robbing him
I said: sir, this is my money that I initially transferred from my bank account to you
He said: that's my money
I then said: I want my money back
He said: you can't.
Again, he called me numbskull then he hung up.

I certainly would not care about the $13 that I left in my account.
My concern and question is: how many of you out there... are giving him whatever left in your account? Think of that... and the amount can be huge!!!
And whoever fought for a few dollars? probably none! That's why we see so many complaints and rip-off report about this business online but this company still exists.

For 16 years, how many people has he robbed?

The conversation I had with him shocked me and I do not know how to respond as the way he communicated is out of my expectation and experience. I have never known any business in this country to provide such services with such unfair rules.

I wish more people would file complaints against this business so we can help stop more innocent people from becoming victims. Maybe you only left a dollar in your account... while a million consumers just left a million dollars to this person who calls you a numbskull and is enjoying a life that builds on evilness and greed.
