Card charged after order canceled. Money not returned

Ordered boat accessory from the website and was called by someone from the company stating the part was out of stock. They tried to sell me a different product stating that it was equivalent, although it was not. I told the representative that the product was not equivalent and that I would buy elsewhere and would like to cancel the order. The representative told me the order was cancelled.

A few days later, I checked my bank statement and saw that my card had been charged. I attempted calling and emailing repeatedly without response. The website states that they have been in business since 1988, but I found that March 2 was the establishment date on www.ishcc.org. Also, I found that the address provided is a single family home in a neighborhood without a storefront.

Incidently, the bank notified me that my card has been used fraudulently in the last two days in an attempt to purchase something in a different state and internationally. It is unknown whether this has any connection to boatforless.com, but I cannot rule that out.
