Florida Salvage Misrepresented aircraft parts

Mr. Billy Donnell, owner operator, under the name of Florida Aviation and marine salvage. Mr. Donnell widely advertises under sites such as BARNSTORMERS, selling used aviation equipment/parts. I contacted him and agreed to purchase a used but warrantied "Serviceable" aircraft carburetor for the price of $470 shipped. The unit arrived late, missing several parts, yet the exterior had been cleaned and sandblasted to appear as though it may have been rebuilt. Upon installation, the carb leaked profusely at all gaskets.

Upon internal inspection, the carb showed to be in deplorable condition, and totally not airworthy.in the interim, Mr. Donelly assured me he would send the missing parts as well as standby his promise to offer a good carb. Following conversations proved futile, no parts, and simply lip service. I asked him to help compensate for half the price of a rebuild kit, to be completed by myself. He refused. I currently have involved the FAA, since this constitutes both a major safety concern to pilots, as well as fraudulent misrepresentation.
