Ebay seller sold me a carburetor that was titled "complete" but took out parts and listed them seperately

Bought a complete carburetor for $200.00 shipping from ebay, when I got the carburetor it was missing the slide diaphrams and needle jets, which are the main part of the carburetor. When I got in contact with the owner he stated that it needed rebuilt and he always takes those parts out. After research I did not find one other seller or rebuild kit that supplies the slide diaphrams with a rebuilt kit. Furthermore in the description he didnt state that it was missing the parts, only that it was a complete carburetor and that if I wanted my money back I would have to pay for priority shipping to utah. A real scammer&BEWARE!!!
