Did not disclose to me application fee I was told was waived, only to discover wasn't waved on fourth visit

I'd seeked membership I was told I'd be eligible to pay $16 a month. When I showed up to pay the second visit I was only then and not prior to that informed of an additional $25 charge i wasn't informed of prior to second visit. My caseworker at the time, Ms Nancy Sidrow, had mentioned later the $25 excess charge on top of the $16 had been waived. I went back on the next visit and was told by the person at the desk and not by management the $25 fee was not waived and had insisted on paying the $25 I'd still refused to pay in addition to $16. Ms. Sidrow mentioned the management would inform the neglegent staff at the desk to waive the $25 extra fee, but rather than make another wasted trip only to repeat the same hassle prior to four visits, I filed a complaint with the local Better Business Bureau that was ignored by the YMCA staff, then I complained to my local attorney general, who then forwarded my complaint to Florida Department of Consumer Services and the complaint was still ignored by the Ormond Beach YMCA staff and management. This is the fourth complaint after the last three attempts being ignored by their slack and negligent poorly trained staff never responding to attempted fraudulant scheming of getting the extra nondisclosed $25 I was told was waived and made three visits denying the vaived excess $25 on top of $16 I was eligible for the whole time. I will also contact the fraud hotline afted sending this email complaint to restitute and rectify the attempt on behalf of the Ormond Beach YMCA staff to swindle me of $25 I'd refused to pay but instead complaint four times of their scheming and dishonest and greedy, sneaky way of defrauding low income clientele out of $25 after stating only to pay them $16. The total fee would amount to $41 that I'd refuse to pay them. Please let me know ASAP on what legal measures so this so called nonprofit Christian charity, which I don't agree with doesn't attempt to swindle more gullible patrons out of extra cash in a foul and dishonest fashion I as an athiest find foul especially for a religious charity is why I refuse donating to these scheme artists using religion only to swindle and scheme easy money.
