Stole my money on an eBay transaction

I purchased a bicycle part from Velocipedecyclery on eBay and payed via pay pal. The part never arrived and I was given several excuses as to why. I left negative feedback and the individual at Velocipedecyclery attempted to bribe me to take it down. This person has continually insulted me in emails, and is now getting away with not refunding me my money. Stay away!!!
