Discrimination against out of province camping fees

In Sask provincial parks, out of province campers are charged an extra 4$ per night. This is not stated with the summary of fees on the website, at the park gates, or at the location where you puchase your licence and park pass. You are not told that there is an additonal fee.
There is a little poster at the pay station which you don't know about until after you drive many kilometers to get there and have already paid the other fees for park entry and licenses.
It seems like this is discrimination against the out of province visitors.
