Has my money and I haven't received my order

2006 Superbug Remote Control Electric Cart Trolly, Item #220032061453: Won on eBay Oct. 1, paid $456.15 USD by Paypal Oct. 3

This item did not arrive. I waited their recommended time of 8 weeks for delivery which put me beyond the time I had to get a refund from Paypal. I put an unfavorable note on eBay which I will not remove until I either have a refund or my cart. They, in turn, will not send me my cart until I have removed the negative comment. It is the only recourse I have since they have both the cart and my money.

Now they no longer answer my emails and I am resorting to this, reporting to BBB, and Square Trade.
