They charge my boyfriend's bank card for something we never purchased, he was in school and had the card with him

I looked at our bank account and it had a charge processing of 24.99 from my boyfriends bank card. He was in class when this happen and when I googled it, it looks like it is a collect call place. We have cell phones and don't accept calls, and there isn't any payphones at the school. We had to cancel our cards and put a dispute with the bank. We haven't gotten credit back the money as of yet.
