Aps is punishing me because my parents died

Well my parents passed away late last year i admit i should have told aps that right away however they wanted a death certificate which i didnt get till recently i was not living in the house at the time only came to clean stuff and visit my parents while they were alive aps shut off our power on the 20th because when we tried to change everything to our name aps added the removal of the equlizer plan it made the bill jump to 1,360.00. And they want 800.00 to turn us on but my wife and myself are on welfare and recieve food stamps plus unemployment. Also because of the extream heat in the house last night i ended up in the ER due to heart exhaustion also i am a diabetic and my insulan went bad we keep talking to aps they said nothing can be done even after all this my wifes bipolar meds have melted from the heat. Also i want to point out we were shut off the 20th we got a letter on the 22nd from aps stating services would be shut off on the 24th now they are saying we owe our deposit of 540.00 to get turned on they they say 800.00 now they say 1,360.00 and the hospital even spoke to aps and they still wont budge i have tried getting help at churches and salvation army as well as ted williams however because the bill is not in my name they cant help aps wont change it into my name till the balance is paid. I feel like we are being punished because my parents died. I am sick of this company.
