Cell phone shut off

Everyone in the state of Montana had an abrupt shut off on their phones. There was no warning and most of the customers paid their cell phones the day before shut off. I had paid my cell phone Friday the 20th of Feb. My phone was shut off noon the next day. I use my phone for business purposes. I know of another person that had their phone shut off on the 20th as she uses her phone to contact her daycare childrens parents. We want to know if there is anything at all legally that we can do. Thank you
