Rip-off Change in long distance rate without prior notice

I signed for qwest communication a year ago.in their phone marketing their ensured me that my rate to europe would be only 20 cents a minute and that I would NEVER go up. It could only go down.

After one year of satisfying services my rate to europe suddenly went up to 24 cents a minute.
Being an international student in the USA I make a lot of phone calls to Europe and the 4 cents per minutes make a big difference!

Even if it is only a few dollards difference, a rip off is a rip off! If I don't pay Qwest, my credit history is going to be be bad and I don't want this to happen.
