Was charged $49.75 for call to UK I cannot make. Rip-off!

I have a blocked (restricted) phone which will NOT allow long distance calls over 13 miles to be made. I received, on my phone bill, a charge for $49.75 under "Direct Dialed Calls" for a 25 minute call to the United Kingdom. This is a fraudulent charge and I am refusing to pay it.
