Real Estate Ripoff on interest in apartment rental from International Investment Partners

On 4/26/12-I noticed a rental sign at Normandy Apartments, 2756 N.E. 32nd Ave Ft Laud FL. 33306. I called the number a guy"Peter' answered and said go in and take a look the door is open. "Peter" came and met my mother and I and stated we may be interested in the apt.

After going inside we noticed the freezer was filled with ice, the bedroom carpet was disgusting, and all the knobs were off the stove.in addition there was an old mattress left in the bedroom. Peter stated it would be all cleaned up by the next day and a lease would be provided, as well as a key. He said give me a check for the first months rent and he would provide all necessary cleaning, a key, as well as a receipt and a lease and get the deposit check from us! My Mother wrote a check in the amount of $750.00 and he stated he would not deposit our check until he got the deposit for the apartment and had us sign the lease. The following day, 4/27 I went to said apartment at the time scheduled, as the door was open, I found no lease, no key, no cleaning, no receipt and the filthy mattress was still in the apt. I callled 'Peter and said he had not followed though with anything, and I wanted my check back, he said too late I cashed it! I have the proof he cashed the check on 4/26/12! I went to the police and filed a thft charge, and tried to contact "peter" numerous times to send check back to my Mother His voice mail said he was on vacation. I then called Sam Scenci, the so called CEO of International Investment Partners and told him the scenerio, he laughed and said verbatim 'It will cost you more to file a claim in small claims court... My Mother wants her check $750.00 returned as he cashed the check, without giving us knowledge of his bank, nor had he given us a receipt, a legal lease, clean apartment, or key... Fraud, Theft and deceptful business practice.
