Fraud to a credit card

During this date 30/01 someone made a purchase of $ 250 dollars in gift cards without my authorization. Also in February 28 also this problem happen again they made another purchase of $150 dollars. I reported it to macys company.in April 3 they send me just $150 back. But i still missing the $250. And the problem is the i don't understand why this people are buying without my authorization because even that i had my card they can use by the time that they made this transcriptions.
