Please read my previous e-mail from 8/5/04. This is an update.

I have found a solution to this problem.

I have been on the phone with my local phone carrier, Qwest for approximately 6 hours in the last 3 days regarding this problem.

One really tenacious customer service representative from WONDERFUL Qwest phone service (after 1.5 hours with her) she found that if you have this problem from MCI, this is what you do:
1. Call your local phone company and talk with their customer service center. Make every attempt to see if anything from your end is wrong. This would include repairs, disconnect notices from both your local and long distance carriers. If nothing is wrong from your end, then:
2. Request that your local carrier dial (888) 414-0898 while you are on the line.
3. This is the number for MCI Block Inquiry. If you dial this number yourself, they will not resolve the problem with you, so be sure to have your phone company do it for you. They will not talk with your local company if you are not on the line either, so be sure that this is a conference call situation.
4. Have your local company confront MCI, that they have disconnected your right to receive collect calls from an inmate at a California State Prison Facility, and demand that this right be reinstalled at no charge.
It worked for me!
