Qissue.com Fraud, Stealing Shanghai

I recently ordered a pair of 19.8mm "babycolor summer doll" contact lenses from a Chinese site called Qissue.com. The cost of the lenses was a little over 15$ There was also a shipping fee around 5 dollars I believe.
The shipping claimed it would be 9 to 15 days for the lenses to arrive. It's been about 20 days since the order.
I decided to go to the site to check it out and check out my order status. To my surprise the site says "We are sorry, website down and will no longer be providing service." They so eagerly took my money and don't contact me to let me know the site is closed.
They also didn't leave an adress, phone, or fax on the page which claims the site is down. So they took my money without giving the item i bought and closed the site down. They probably did to many people.
