Trying to collect on a debt i already paid 8 years ago and nvr on my credit report

I was contacted be a lady from Portfolo Recovery after I'd seen the phone number call a number of times early in the morning. She stated that she was attempting to recover a $200 debt I owed to VA Power company. I thought it was a joke.

I had payed the bill two months late back in May or June!!! It's now Feb 28!!! The power company has had my cell # this whole time and I've had the same cell number since 2001. I run my credit report almost every month and I've never seen it on there. If I had not payed the power company I would think that they would have hit my credit. Now almost 8 years latrer these people are calling me to collect on some thing I already payed back in 2004.

I was told to write a letter to them and they will do an investigation in to the matter. This sounds very suspicious to me. I'm not sure if I should even write them. I do not want to give them my address. She also asked if I wanted to be removed from the auto call list that calls before 8 am. I said yes and she said she'd need me to give them promission to remove me from the list.??? This sounded strange to me.
