I wasted my money on insurance for nothing

DMV explained at their workplace to sign up in 3-month booze course and obtain insurance on any automobile (SR22) then I'll get my certificate back. Returned with that, they inform me I've a-10 year-old courtroom case I owe $1100, I cope with that. The next time I proceed in they inform me I have to perform a 18-month booze class, therefore the 3-month college I signed up for (and offered $174) doesn't bring the 18-month class. I acquired insurance also it charge me $350. But following a month the DMV, from Sacramento, explained I can not get my permit 'til I COMPLETE the 18-month course, and so I lost my cash on insurance for nothing.
