Based out of new york says won lottery but must pay taxes to receive money

My friend told me he won and i had heard about these places so i called and started asking questions as a concerned friend and everything the man on the phone said was pretty much expected as i had read about this report online before. He has a jamiacan accent and pretty much you have to pay the taxes on this lottery amount that had been won already. I told him to take the taxes out of my winnings and he said he couldnt do that. Then i told him i had already heard of this scam before i just wanted to see how much info i could get out of him and thats when he started stuttering, i told him i knew the bank whhere the funds were to be deposited and everything, next thing i know the phone had major static lol he hung up on me and that was pretty much it phone number is 917-965-8699 dont believe the hype!!
