SCAM, ripoff, recieved letter for preapproved 10,000, preapproval # is odd and should have been clue to bogus scam

Recieved letter in the mail, thought it was legit but seems to be a scam, usually credit card services have a return of 2 weeks, they are saying 30 days. Pre approval number has commas in it... Very very odd... Hope to get $37 back as it seems others are not.
