Jose Uri Castro Rangel scam artist

I checked on the internet for sites that specilize in finding Mexican birth certificates and called the phone number for Mexican Vital Records and spoke to a Jose Uri Castro Rangle and he told me to deposit $69.00 in dollars in his account in Mexico in a Bancomer bank. I live just outside of Tecate, B.C. Mexico so I drove to the bank and deposited the money and waited for the birth certificate.

I ordered it September 29 and deposited the money the same day. He did call me twice to tell me he was working on it and he thought that the birth date I told him was incorrect and I told him that could be possible because the lady I was getting it for wasn't sure as she never had a certificate in her possesion.

It is now the 20th of October and nobody answers any of the three phone numbers they list on the internet. I have left numerous phone messages and sent many emails. This is not a legimate business and I dont know how they can still be taking money from people without being punished.
