Help! Somebody stop qwest wireless before it's too late

Qwest wireless had a "special promotion" buy a phone with a 1 year contract and recieve a 50 dollar visa card so I called and made a contract for a year, they said I would get my 50 dollar visa which I could use to pay for the phone and I fell for it like a stupid, 2 months have passed and no sign of the visa and evertime I call them regarding my visa they say I will be getting it soon.

Recently this company made news because it was overcharging and had to refund thousands if not millions of dollars.
Question: Are they trying to recover from that loss by false advertising? Please help before it's too late.
