Sam is 1/2 contractor, 1/2 con-man. He promises but does not deliver. He has a history of arrests for fighting and orders of protection against him. He threatens with 'beating people up' if they don't pay. He is big on 'extras' that need to be done in the middle of the contract that were not originally included, at highly inflated prices. If you don't pay he will threaten to walk off the job. Avoid him like disease!
