Tom and Cindy Realtor did not live up to contract agreement

I purchased a home that was listed by this realty company. The sales contract provided for the window coverings to remain. Upon final walk through, it was noted that the window coverings were removed from several rooms. We asked about them and the previous owner started crying and became quite emotional. Her realtor was not there. We really wanted to take possession of our new home and we (my husband and I) estimated that it would not take more that $500-700 to replace said window coverings and we were willing to eat that to take physical ownership of our home. After contacting several curtain/drapery makers, the estimated cost of replacement is $4000. I have contacted the realtor who says that she will contact the owner, but I have heard nothing now. I am currently in the process of filing am ethics complaint against this realtor and my next step will be small claims court.
