Charged cancellation fee when programming could not be received

Dish network is charging a cancellation fee after I canceled because I could not receive signals as promised. I did the troubleshooting in our motor home with a dish rep. An antenna rep and a Dish and antenna sales and service rep at an rv rally. When returning home we had a problem with signai in the house. I placed three calls to the installation rep that was supposed to be available for on sight problems for 90 days with no return calls. I even left a message with him offering $50 extra dollars if he would return. Still no call so I canceled.
Now they want to charge me 402 dollars cancellation fee plus 30 dollars to return the equipment. I have a written document from a Dish rep stating that he was sorry for the problem and would talk to the installer but would not cancel the charges.
