Refused return of defective watch (with receipt) after 30 days

I bought a Nine West watch for my daughter on December 12 as a Christmas gift. The watch stopped working within 2 weeks. I went to three area Hechts locations over the course of the next 3 weeks to try to find a replacement. After being unsuccessful at finding the exact watch, I decided to return it with a receipt. (She found one she liked as well in the mean time.) I was told by the clerk and the store manager that there was a 30 day return limit on watches. This policy is contrary to their stated customer satisfaction policy and is not displayed in the jewelry department or printed on the receipt. I'm pissed!

Does anyone know how to contact Frank Guzzetta their CEO so I can bend his ear?
