Vehicle Property Title

On March 12th i purchase a 2000 Saturn for the amount of $2500 usd and i was told that i have to wait up to 30 days for the property title. But it has been almost two months and still i can't register the car. The DMV needs the title to allow me to register the vehicle. I have called Block several times and every time i get the same answer. The title has not arrive yet, for the time been i am paying insurance on the vehicle but not able to drive it. Please advise me in what to do to get this problem solved. I am a full time student and i also work late hours to help pay for my education is why i need the car. Thank you.
