Inhumane Treatment

My brother was in this hospital, when he had his first stroke, the 2nd one left him braindead.
My S-N-law signed for him to be an organ donor. What keeps resonating in my ears was hearing the anesthelioligist say 'If I feel at anytime He's feeling any pain at all I will stop". I feel like he should have been 100% dead, (all his organs shut down/stopped) before they removed his Liver and Kidneys. Is there a law that requires all his immediate family to sign their consent? I would not have signed, as long as his heart was still beating on it's own power. That keeps pounding in my brain and I can not accept his death like this, I feel like he was murdered for his organs. He had no Health Insurance and we are a Native American Family.
