Charged phone bill without permission

We recieved our phone bill for the second time in a row and have been charged a fee of $19.95 which was from a company called Payment one Inc, and when questioned our phone company gave me a number to call and then we would recieve a credit.

The phone company (Trumansburg Telephone Company) also told me that they would put a block on our account so tis wouldn't happen again and sur enough we jusy recieved our bill and the charge was on there.

Our question is since there is no such company are the phone companys trying to push another charge on their clients and then use this company name (Paymentone Inc.) when they get caught.

If this is the case how many of our elderly people are getting ripped off evey month trusting these people and the sad thing is they can barely afford to live on their regular monthly bills let alone having some one add charge under their nose a not know.
