Refused to delive

I had been advised to contact once the container got at or below 40% particularly if bad-weather was anticipated. We named as when it had been 40% and anticipating poor weather. After repeated calls and guarantees from their store they might "be there quickly" we ultimately got right down to 10% with a whole lot worse weather predicted. After another phone, we were informed that since there is some ideal near our storage, the driver refused to provide.
