Dropped mail and receving someone elses mail

Many months before I named my town usps to create a criticism when my mailman slipped two-pieces of extremely important email a pay-check and another essential peice of email which was discovered with a person several bocks away soaking wet. This time around I obtained a neighbors email and email of somebody who lives kilometers from my house that peice of email was from the Cedit card organization if it experience in to the wrong hands might have been a genuine issue for that individual. Who who who who who who who who who who And why why why why?
