Ripoff! The answering machine picked up, I hung up and was charged nearly $30!

I was charged $26.91 for a long distance call that was never completed. The phone number rang and rang and when I heard the answering machine pick up, I immediately hung up. They charged me $1.00 and then another charge of $25.91 for a call essentially never made.
