They tried to charge me for non-existing corporation

They called me and they said they can file an annual report for my company, but I canceled the order last year. I did not incorporate, there is not such a company. They asked me how they can charge me. They promised me they will pay me a commission but it never happened. I placed an order for incorporation but I did not received Articles so I did not sign any papers but they said the Articles are already in process by the Government. Who signed the document?
