Taking Unlawful Listing Fees

Cityside and vendor are charging listing agents a fee in which the government is paying for costing the governement money in lieu of marketing their homes. They have a contract which states 3% should go to the listing agent whereas the agent must market the homes. A portion of this fee is being used to pay an outsource company to choose and issue the listings for HUD. These fees should be paid directly by Cityside and not come out of the 3%.
