Channels taken from 200 package and moved to 250 package

We have a problem with Dish. We ordered the 200 channel pack, then after a while they start taking programs away and putting them on the 250 channel package. Now they say if we want that program we have to upgrade to the 250 package.

Now I've noticed that Dish is advertising the program they took away from me back into the 200 channel package for new customers. What kind of game are they playing.?? I say if I ordered a package they just can't take away what I ordered and replace it with something that I don't like or want.
