19.99 for a birth certificite i didnt get because they wanted more than i had on my credit card never got my money put back on my card

Required a duplicate of my birth certificate to be able to cope with jts and affiliates I'd togo through paypal who got my creditcardnumber and delivered jts and associates 19.99 to get a birth certificate after I got towards the site jts & associates they desired more money that i didnt have. I didnt requested the birth certificate. Jts & associates didnt deliver the cash back again to paypal to become put-back on my charge card.
