Alberto Orellana Took Money for work they never completed and will not refund

On March 26th Grade A Aluminum took a $250 check for adding a dog door to a screened in patio. Check was cashed the same day. Albert said each day that he is coming to put in the door. Days turned into weeks with the same promise. I eventually asked for a refund and I would go elsewhere. Albert refused to refund the money and continue to lie and say he would be there tomorrow. As of May 4th work is not done and money is still not refunded.
