Condo "Maintenance" Involved in a roof scam that allowed him a remodeled condo and now he request condo fee increase

Joe hired a roof scam artist Medalis Dubinovic on 8-14-09. Medalis was on the premises until 11-03-09 with Joe's consent. Thousands of dollars in damages to Joe's unit, twice, causing Joe to move out for three months while his unit was being remodeled. The condo account was bankrupt and an additional $14,000 was needed to hire a new roofer.
Joe has ignored a serious water leak in washing machine area since Jan 16 until today3-08 not corrected yet! He has knowledge of vandalism to the dryer (photo)
Boiler damage due to Joe placing panel over oxygen intake. Now Joe is requesting an increase in condo fees to cover his roof scam, boiler damage, leaky faucet and other issues.
